I believe this may not be the right time to start an SIP. In that case, where and how should I invest?

I would say, don't make such an assumption. Why do you think it may not be a good time to start your SIP? It is always a good time to start your SIP if you are going to invest for a few years and have an investment horizon of five years or more. Any kind of market, whether it is a declining market, rising market or a market which is not going anywhere - there could be a phase in the market when the market is just adrift, it goes up, goes down but actually not going up or down meaningfully.
So in any of these three situations, I think it's a good time to start your SIP if you are going to invest for five years or more. If you don't have an income requirement and you don't need that invested money in the foreseeable future, then by all means start your SIP, stick to that plan and don't get distracted.
