Is IT return mandatory to travel abroad and obtain visa? How can it be mandatory for housewives and kids who don't have any individual income?

Income tax returns is not mandatory for visa to travel abroad, however, since it is one of the legitimate record of your income proof, you might be required to furnish it at the time of applying for a visa. And in the case of housewife and kids since they do not have an income, the earning member's income proof might be required to be furnished either by way of ITR or other sources. Please note that visa procedure for different countries will have different rules.
An income tax return is mandatory to be filed if the gross total income earned by you for the financial year 2016-17 exceeds Rs 2.5 lakh or Rs 3 lakh ( age 60-80 years).
