Can I join NPS?

Any Indian, including resident and non-resident, between 18 and 60 years can join National Pension System

I have joined the government service before 2004. Am I eligible to open a National Pension Account (NPS) and can I claim the additional tax benefit on my contributions under Section 80CCD(1B)?

Yes, you can. Any Indian, including resident and non-resident, between 18 and 60 years can join National Pension System (NPS). Investments in NPS is independent of your contributions to any provident fund or subscriptions to pensions funds.
